On May 26, Russian lawmakers held a roundtable discussion where they put numerous cartoons on blast and accused the West of trying to indoctrinate their kids through children’s entertainment.
According to The Moscow Times, slides were presented during the meeting comparing Shrek, The Grinch and Monsters Inc to “good” children’s films and toys from the Soviet Era. Lawmakers want to take action and ban these cartoons outright.
Russian lawmakers say Shrek embodies “negative traits”
On one of the slides, the presentation argued that films like Shrek don’t present ideal role models for kids.
“Gradually, with the infiltration of Western culture, characters began to appear who embodied negative traits but were elevated to the status of positive characters,” one side claimed. “The image of the purely positive character began to fade.”

Another slide contained a screenshot of the infamous Call of Duty: Modern Warfare 2 mission ‘No Russian’ in which an airport and an image claiming the West was mocking the Crocus City Hall terrorist attack from 2024.
To follow up, they cited a quote from Modern Warfare to point to how Russians are negatively portrayed:
“The Russians bombed (territories) during the invasion, killing people trying to flee along the way.”

Furthermore, even Death Note was criticized with the lawmakers blaming video games, music, clothing, and literature for having “destructive influences.”
Under the literature portion, an image of the six-chapter compilation book ‘Death Note: Short Stories’ was used.

Sergei Mironov, the leader of the ‘A Just Russia’ party warned that Western countries were “very actively engaged in indoctrinating our children.”

“It’s a hybrid war. If you want to defeat the enemy, raise their children,” he said.
Yana Lantratova, another member of A Just Russia who chairs the State Duma’s committee on civil society and religious organizations noted that outright banning Western children’s content is difficult to accomplish legally.
“There’s a legal gray area. We need clear regulation. Right now, it’s impossible to intervene effectively,” she explained.
However, she plans to work with parliament to draft legislation to help promote “traditional Russian spiritual values.”
