As Politico reported in April, U.S. District Judge Royce Lamberth had ordered the Trump administration to bring back VOA workers. The judge then argued that the dismantling of the organization likely violated the Constitution.
The district court issued an injunction stopping the shutdown, but the three-judge appellate court stopped that ruling, allowing the agency to close. The pro-VOA legal team asked for a full vote of the D.C. court — which was denied in the ruling Thursday, meaning the district court ruling stands.
Trump has been working to make significant cuts to funding and positions across the government, which has sparked several lawsuits. In the case of Voice of America, the argument has been that because Congress established the program, only Congress could eliminate it, not the executive branch, said Lisa Curtis, of Radio Free Europe/Radio Liberty, in a PBS interview.
